Compression of images process is a step in the image processing. It is concerned with the transmission and storage of digitally created images. Fractal coding is a potential image and video compression approach with good reconstruction fidelity and relatively large compression ratios, because of its simplicity and great performance; fractal image compression (FIC) is a particularly popular approach in image compression applications. However, it has a significant disadvantage in the form of a long encoding time. This is because encoding any small bit necessitates a massive similarity search in the original data As a result; the FIC search time is reduced while the quality of the reconstructed images is maintained acceptable level in many introduced paper and other still a study topic in progress. Fractal images are images that are self-similar in that each individual part is the same as the total. This paper will discusses many attempts for more author that working on image and video compression using fractal compression technique based on various approach and with each discuss focuses on the main parameter of compression such compression ratio (CR), peak signal to noise ratio (PSNR) and encoding time, as well as the details of data set the used for testing also writing with each technique to creating fractal video and image compression.

Abstract – Pattern recognition problems computer based are very important and
essential in our real life. There are many approaches have been used in pattern
recognition problem such as: Fourier Descriptor, Moment Invariant. But the main defect
of these methods is the long time processing and large computer space. This paper,
presents a new approach Artificial Intelligence, of Rule Induction technique. By this
approach, the essential and specific features of object have been extracted from contour
of object to be recognized. The characteristic of these features are easy computed and
requires fewer amounts of time and space, then high speed in recognition and decision.
Such features are (number of curves inside the fingerprint, number of check point for
each curve). It gives good and accurate results. We test the performance of this system
using many contours of fingerprint, and get good and accurate results.

Abstract –A fast, simple and effective method to recognize different hand writing
numbers is presented. Hand writing recognition took high attention in the recent years
by researcher of the intelligent systems, since it can be used in many applications such
as car plate recognition and bank account checking. The purpose of this paper is to
develop a method for hand writing numbers detection by using artificial neural network.
The suggested work is divided mainly into four stages and is proposed to resolve the
digits number (i.e., hand writing numbers). Image sample of hand writing numbers is
acquired by a digital camera or scanner, and then it is converted by using the suggested
work which is consisted of four stages to resolve digits. Artificial neural network
(ANN) was applied to recognize the hand writing numbers. Learning method of the
ANN is back propagation and all process handled by MATLAB language.
